Victoria W. Foster, Ed.D.

Program & Outreach Director

Directs frontline program execution, beneficiary intake workflows, volunteer coordination, and strategic alliances with local community partners.

Main functions

Design and direct delivery of charitable programs and community projects.

Concurrent role

Volunteer coordination and community relations / field operations.

Policies that protect donors, staff, and neighbors

Conflict of Interest Policy

Officers disclose personal, financial, or relational interests that could influence decisions about contracts, grants, vendors, or beneficiary awards. Interested parties recuse themselves from related votes. Disclosures are recorded by the Secretary and reviewed at least annually under Principal Officer oversight.

Whistleblower Protections

Volunteers, staff, and community partners may report suspected misuse of funds, safety violations, or ethical breaches to admin@helplinenfp.org without fear of retaliation. Good-faith reports are investigated promptly by the Principal Officer and Treasurer, with referral to external counsel or authorities when required by law.

Annual Independent Review

As a Form 990-N filer with gross receipts not greater than $50,000, the organization maintains bookkeeping suitable for IRS examination and commits to escalating to Form 990-EZ/990 and independent review or audit practices if revenue thresholds or board policy require.
